Recruitment & Skills Insights Report, 2023

28 September 2023

This Recruitment and Skills Report: Public Sector Placemakers presents our findings on the skills, recruitment, and retention challenges facing local government in 2022-2023.

Through an officer survey, expert roundtable discussion, and insights from our Associate Programme, the report highlights some key issues surrounding placemaking capabilities in the public sector in 2023.

Key Findings

  • Misalignment between hiring plans and skills needed

  • Difficulty attracting built environment talent

  • Impact on delivery due to capacity shortgage

In 2022, Public Practice conducted a Resourcing and Skills Survey. In February 2023, we conducted a further survey to compare results and understand the challenges and changes officers have faced in the last 12 months.

Through our ongoing work we collect a number of insights from built environment professionals and public sector hiring managers.

Using the salary information we receive when Authorities submit an Expression of Interest, we have identified a typical salary range for three types of Urban Design roles.

In September 2023, we shared the initial findings of this report with a select panel of industry experts.

As councils, we need to break free from doing things the way they have always been done and create a culture of innovation and continuous learning.
